DWP-MOU Oversight Committee - analysis      
 

On Wednesday, February 22, 2006, the Los Angeles Department of Water and Power held a Workshop on Revisions to its Solar Incentive Program. LADWP held this workshop to obtain additional input from stakeholders - and Neighborhood Councils in particular - before it presented the program revisions to the Board of Water and Power Commissioners for consideration and approval. LADWP is providing 60 days for solar stakeholders to review and comment on these proposed revisions prior to going to the Board.

Many NCs are experiencing difficulty developing a response to the draft guidelines, based on the complexity of the guidelines and the lack of understanding of what might be reasonable alternative approaches. It is also clear that there are important issues not addressed in the guidelines that are relevant to the operation of the program, such as the Program budget, Time of Use metering and the Net Metering ordinance.

The attached document was compiled by Peter Parrish, Arroyo Seco NC delegate to the Oversight Committee and ASNC liaison to the LADWP. It is an attempt to lay out the issues contained in the draft guidelines and in some cases possible alternative approaches. This document will form the basis of ASNC’s feedback to LADWP.
